Establish prayer at the decline of the sun until the darkness of the night, and Reading of dawn; indeed the Reading of dawn is ever witnessed.
This verse is revealed just after the Night Journey of Messenger. The 5 times prayers are ordered through this verse. (1) At after Noon Dhluhr, (2) At evening Asar, (3) dusk Maghrib, (4) At night Isha’, (5) And in the dawn Subhi. Before Messenger’s Night Journey, 3 times prayer was ordered as explained in verse 11: 114.
Prayer is ordered to believers for maintaining the Book Dhikree as explained in verses 2: 2-5. The Arabic Quran reading Fujjar have made their food ‘rejecting Adhikr’. They are Mujirims serving Satan as explained in verse 7: 40. So their prayer will not be accepted. Moreover, they will get Hellfire as a fine for their aimless and heedless life in this world as explained in verse 15: 44.
Just like Messenger’s early life at Makkah, today also there is no group of believers anywhere in the world. So, the odd believer is commanded to read Adhikr in the dusk and dawn, do prolonged ‘prostration of Recitation’, help Lord by propagating Adhikr aiming to form a harmony of mankind, do and promote organic farming and planting trees for the benefit of 1000 communities of Lord’s creatures, and do Jihad against the hypocrites and Kuffar with Adhikr as explained in verses 2: 62 and 7: 205-206.
